Complaint Behind 'Jana Nayagan' Censor Row Leaked Publicly

The complaint that triggered the Central Board of Film Certification (CBFC)'s referral of Jana Nayagan to a Revising Committee — leading to certification delays, missed Pongal release, and the ongoing CBFC vs KVN Productions court battle — has now been made public.

 

Shared today (January 27, 2026) by Mohamed Imranullah S (@imranhindu), Deputy Editor at The Hindu, on X, the letter was sent by an Advisory Panel Member (APM) of the CBFC's Chennai Examining Committee to the CBFC Chairman.

 

Key points from the complaint (dated after the member watched the film on December 19, 2025):

  • The film contains visuals and dialogues depicting foreign powers engineering large-scale religious conflict in India, which could disturb religious harmony in the country.
  • Numerous Army-related references appear in the film, but no defence expert was included in the Examining Committee to address these elements.
  • Procedural lapses occurred during the examination, amounting to a gross violation of the Cinematograph Act and Rules.
  • The member's objections were not considered during the certification process.
  • The complainant requested immediate intervention to order re-examination of the film, as it was slated for release on January 9, 2026.

This complaint reportedly prompted the CBFC to refer the film for further scrutiny despite an initial U/A recommendation with minor cuts, resulting in the certification standoff and subsequent High Court proceedings.

The revelation comes on the same day the Madras High Court Division Bench set aside the single judge's order directing immediate U/A certification and remanded the case for fresh hearing (as reported earlier today).

The public release of the complaint adds fresh context to the ongoing debate over certification procedures, content sensitivity, and judicial intervention in film releases.
