Marking the 74th anniversary of India's Independence day, director Pa. Ranjith released a poster announcing a short film titled Meow, which he says will be 'a slice of the constitution'. Produced under his banner Neelam productions, Meow comes with the tagline voice of the voiceless and is written and directed by Seenivasan Selvaraj. 

South film industry's well known names such as Ghibran, Resul Pookutty and Sreekar Prasad have worked on the music, sound design and edits respectively. Cinematographer Alphonse Roy who worked on Bollywood films such as Aamir and Gulaab Gang is the director of photography for Meow.
